Bill Beans is Co-Founder, CEO, and Chairman of ARQ Infrastructure Partners. He is also Executive Chairman of Congruex, a nationwide telecom design-build firm he co-founded in 2015 that grew to 5,000 employees and nearly $1B in annual revenue. Throughout his career Bill has designed, built, and managed some of the largest wireline and wireless networks in the country, including as SVP at AT&T Local Services and as Founder, Chairman, and CEO of Open Range Communications, where he pioneered the first WiMAX network covering 500 rural U.S. markets.
He has served as President of TeleTech Holdings and as Director, President, and COO of ICG Communications, where Bill led ICG’s $3B restructuring. Previously, Bill worked at Peter Kiewit Sons, Metropolitan Fiber Systems (MFS), and Teleport Communications Group (TCG), which was the first competitive access provider in the US.
Bill is the 2022 winner of the “EY Entrepreneur of the Year” for the Rocky Mountain region and a top 15 national finalist. Since Congruex’s establishment, it has been ranked #6 in ENR’s Top 500 Design Firms in 2021, #5 in 2022, and #4 in 2023. It was ranked #8 in the Top 600 Design Firms in 2023. In 2022, ENR ranked Congruex #9 in the utility sector and #58 overall in the Top 600 Specialty Contractors.
Bill is a 1988 graduate of the University of Nebraska with a BS in Construction Management and was a member of the University of Nebraska football team.
Steven Liebezeit is Chief Operating Officer and Co-Founder of ARQ Infrastructure Partners. With nearly two decades at the center of New York–metro wireless site development — the country’s largest and most complex market — he brings deep field experience in site acquisition, leasing, zoning, permitting, and carrier build programs. Steven is also the co-creator of Sitetracker, the category-defining cloud platform for infrastructure deployment used by Fortune 500 companies and telecom operators worldwide.
He is also the Founder of InRange Solutions, a telecom real estate development and project management firm delivering end-to-end services across site acquisition, engineering, zoning, permitting, and construction for major wireless carriers. The program-management discipline he built at InRange is the same standard ARQ uses to underwrite, document, and manage every site it acquires.
His other ventures include Azimuth Engineering Group, a licensed structural, civil, and MEP engineering firm, and Optify Networks, a fiber and network infrastructure engineering firm he co-founded and chairs that designs, engineers, and delivers FTTH/FTTP, metro, and backbone builds — along with permitting, make-ready, and QA/QC — for carriers, municipalities, and enterprises, with a professional engineering team licensed across 40-plus states.
Across wireless network deployment, real estate strategy, and software innovation, Steven brings a rare combination of field-level execution and enterprise-scale systems thinking — scaling operations across thousands of sites, building integrated service platforms, and aligning technology with infrastructure investment strategy. He is known for an operator-first mindset, deep industry relationships, and the ability to bridge the gap between infrastructure owners, carriers, and capital providers.
